Jeffrey Ziegler

Senior Business Transformation Consultant

Business Process Improvement · Operations Transformation · Business Analysis · Operating Models

I work inside complex operating environments where people, processes, systems, information, clients, and execution have stopped lining up cleanly.

I trace how the work is actually moving, clarify requirements and ownership, identify broken handoffs and operating friction, and turn that complexity into a more workable system that can be documented, implemented, and maintained.

My current work is centered on practical systems that combine process, information structure, semantic reasoning, search and retrieval, provenance, and machine-enabled analysis while keeping human judgment responsible for the result.

Revenue Path Offers

Six Bounded Offers. One Practical Progression.

The Revenue Path offers form a practical progression from assessment through implementation, measurement, discovery, and semantic publication. They are separate prepaid engagements, not a mandatory dependency chain. A buyer may begin with the relevant offer when the required evidence, access, or specification already exists. Measurement Setup and Discovery Setup are selected when their particular functions are needed; Advisory Hours may be purchased independently.

What can start now: The starting point is determined by the current question and the evidence already available: a buyer may begin with a later offer when its required evidence, access, or specification is in place.

Assessment

US$500 · Fixed scope

Examine one offer, one intended buyer, and the path from discovery to inquiry or purchase. Receive a written assessment with findings and prioritized next steps. This is an entry and relationship-opening engagement; a later System Build or Semantic Publication Build may follow when supported, but neither is required.

Decision addressed: What is unclear or causing friction in one offer’s path to action, and what should improve first?
Primary deliverables: Current-state path map; evidence-based findings register; prioritized action plan; and a build or branch recommendation when supported.

What is required: One existing offer, intended customer group, current path materials, and the decision or question to examine.
What is outside scope: One offer and one path; implementation, unresolved platform work, and materially expanded requirements are separate scope.
Delivery begins: Seven-business-day delivery begins after the agreed materials are received; two 30-minute working sessions are included.
Expected timing: Seven-business-day delivery, including two 30-minute working sessions, after the agreed materials are received.

Handoff and acceptance: Client-ready assessment record with one consolidated revision round.
Review: One consolidated revision round is included.
Next decision: Common entry point; may point to System Build or Semantic Publication Build when supported.

Portal record: Assessment record, findings, action plan, revision record, and branch recommendation.

System Build

US$1,000 · Defined implementation

Put one agreed path into operation through a focused web experience, a clear buyer action, and supporting machine-readable structure. The build is a separate engagement and may begin from a completed Assessment or an equivalent agreed specification.

Decision addressed: How should one agreed offer path be implemented so the buyer action reaches its operational destination?
Primary deliverables: Implementation brief; offer, audience, action, and destination record; page or workflow specification; implementation record; test and QA records; and handoff instructions.

What is required: An agreed offer, audience, primary action, destination, source materials, access, and decisions needed for the defined implementation.
What is outside scope: One agreed path; broken infrastructure, missing access, unresolved platform work, remediation, and materially expanded requirements are separate scope.
Delivery begins: The delivery clock begins after the required materials, access, decisions, and agreed specification are received.
Expected timing: Timing is confirmed after the required materials, access, decisions, and agreed specification are received.

Handoff and acceptance: Implemented path with test evidence, QA record, and operating or maintenance instructions.
Review: Implementation and QA review are included within the defined scope; revisions outside the agreed specification are separate scope.
Next decision: Measurement Setup may follow when a measurement layer is needed; Semantic Publication Build is the alternate build direction when language and meaning are central.

Portal record: Implementation brief, specifications, decisions, test evidence, QA record, and handoff instructions.

Measurement Setup

US$350 · Defined setup

Configure a practical measurement layer around one agreed revenue path: the buyer action, the information to record, and the structured handling needed to see what happened. It is selected when a measurement layer is needed, not required as a universal stage.

Decision addressed: What buyer action and information should be recorded so the path can be evaluated?
Primary deliverables: Measurement objective; buyer-action and event map; data-source register; configuration record; validation evidence; baseline report; limitations; and maintenance instructions.

What is required: An operating path, agreed buyer action, available data sources, access to the relevant tools, and the decisions the measurement should support.
What is outside scope: One measurement layer around one agreed path; historical reconstruction, broken instrumentation, platform remediation, and expanded analytics are separate scope.
Delivery begins: The delivery clock begins after the agreed path, data-source information, access, and measurement objective are received.
Expected timing: Timing is confirmed after the agreed path, data-source information, access, and measurement objective are received.

Handoff and acceptance: Validated configuration record, baseline report, limitations, and maintenance instructions.
Review: Configuration validation review is included; expanded reconfiguration is separate scope.
Next decision: Discovery Setup is available when buyer questions, terminology, entities, or search context require a separate discovery record.

Portal record: Measurement objective, event map, data-source register, validation evidence, baseline report, and maintenance record.

Discovery Setup

US$750 · Fixed scope

Examine how one defined offer is understood across buyer questions, terminology, entities, structured information, and search or answer-engine contexts. Receive a prioritized discovery record for a relevant implementation step. Discovery is selected when it is needed; existing equivalent discovery may be used instead.

Decision addressed: How is the offer understood across buyer questions, terms, entities, and search or answer-engine contexts?
Primary deliverables: Buyer-intent baseline; terminology and entity map; question and objection register; search or answer-engine snapshot; structured-data gap register; prioritized findings; and Semantic Publication Build handoff.

What is required: One defined offer or publication question, source materials, existing terminology, relevant pages, and access to the agreed discovery context.
What is outside scope: One discovery record; publication implementation, unresolved platform work, and materially expanded research are separate scope.
Delivery begins: The delivery clock begins after the agreed source materials, access, and discovery question are received.
Expected timing: Timing is confirmed after the agreed source materials, access, and discovery question are received.

Handoff and acceptance: Prioritized discovery record with a clear publication handoff when that branch is supported.
Review: Findings clarification review is included within the fixed scope; expanded research is separate scope.
Next decision: Semantic Publication Build is available when the evidence supports a language-, meaning-, entity-, ontology-, and editorial-judgment-intensive publication implementation.

Portal record: Intent baseline, terminology and entity map, question register, snapshots, gap register, findings, and handoff record.

Semantic Publication Build

US$1,250 · Defined implementation

Turn an agreed discovery record or equivalent evidence into a clear publication path with answer-first structure, entity-consistent information, semantic internal links, and a verified machine-readable implementation handoff. This is the language-, meaning-, entity-, ontology-, and human-editorial-judgment-intensive build direction.

Decision addressed: How should the publication express the intended answer, entities, relationships, and provenance clearly to people and machines?
Primary deliverables: Publication specification; answer-first content structure; entity and relationship map; metadata and schema register; JSON-LD validation record; semantic internal-link map; QA evidence; and publication handoff.

What is required: An agreed publication question or offer, source materials, terminology and entity evidence, access to the publication environment, and the decisions needed to approve the record.
What is outside scope: One defined publication path; unresolved platform work, broad content production, unsupported claims, and materially expanded requirements are separate scope.
Delivery begins: The delivery clock begins after the required source materials, evidence, access, and publication specification are received.
Expected timing: Timing is confirmed after the required source materials, evidence, access, and publication specification are received.

Handoff and acceptance: Verified publication implementation with JSON-LD validation, QA evidence, semantic link map, and maintenance instructions.
Review: Publication QA and handoff review are included; new content or scope changes are separate scope.
Next decision: Advisory Hours may provide independent or bounded continuation after handoff; System Build remains the general operational implementation direction.

Portal record: Publication specification, entity map, schema register, validation evidence, QA record, link map, and handoff.

Advisory Hours

US$45 · Prepaid hourly advisory

Buy only the time needed for one defined question, review, interpretation, or bounded troubleshooting matter. One hour at a time, with no retainer or recurring commitment. Advisory Hours may be purchased independently or used between engagements.

Decision addressed: What defined question, review, interpretation, or bounded troubleshooting matter needs senior judgment now?
Primary deliverables: Advisory question; pre-read register; working-session record; decision note; bounded next action; time record; and handoff note.

What is required: One defined question or troubleshooting matter; proportionate source material or pre-read; required platform access; the intended working record or decision note; and the boundary or excluded work.
What is outside scope: One prepaid hour and one defined matter. The hour includes proportionate preparation, live or asynchronous review, and the bounded working record or decision note. A materially larger pre-read, additional matter, build, remediation, or recurring advisory arrangement is separate scope.
Delivery begins: Prepaid checkout reserves the hour; delivery begins after agreement on the defined question, proportionate pre-read, required access, intended record, and boundary.
Expected timing: One prepaid hour of total working time after the intake matter and required materials are agreed.

Handoff and acceptance: A bounded working record, decision note, and next-action or handoff note appropriate to the hour.
Review: The proportionate pre-read, working review, and bounded decision note are included; additional time is separately prepaid.
Next decision: Independent entry point or flexible continuation into the relevant defined offer when a larger bounded engagement is warranted.

Portal record: Question, pre-read, working-session record, decision note, time record, and handoff note.

Build directions

Two legitimate implementation directions

System Build is the general operational or product-path implementation direction. Semantic Publication Build is the language-, meaning-, entity-, ontology-, and human-editorial-judgment-intensive publication direction. The relevant build may begin when the required evidence or specification exists; Measurement Setup and Discovery Setup are not universal prerequisites.

Executive Communication Portal

Private, password-protected project environment

Each engagement client receives individual access to a secure executive communication portal on a dedicated subdomain. It is the organized delivery environment for that engagement, keeping records, decisions, files, reports, working records, and handoff materials together instead of scattering the current record across email threads, shared links, shared drives, and SMS. The portal is delivery infrastructure, not a seventh paid offer.

Who It’s For

Owner-led service businesses and small teams

They have an established offer, but prospective buyers may be unsure whether it fits them or what to do next. The catalog provides a practical progression, with the relevant engagement selected according to the question, available evidence, and implementation need.

01 · Current Work

What I’m working on

Most of my attention is on the High Selectivity Opportunity Engine. The other work below sits around the same practical questions: how to structure information, reason from evidence, make systems easier to operate, and use machine assistance without handing over human judgment.

Current System 01

High Selectivity Opportunity Engine

Primary current system · Active implementation

HSOE is a human-directed, machine-enabled system for finding and qualifying opportunities from messy external evidence. It keeps source material, evidence, assertions, semantic interpretation, inference, qualification, and human review separate enough that the result can be traced and challenged.

The current use case is commercial: known person resources are being matched to paid work. The underlying model is deliberately broader. Resource and counterpart are system roles rather than hard-coded human and buyer types, so later plays can reason about other resource types and relationship goals without rebuilding the core architecture.

Current System 02

Structured Wisdom

Active research and archival notebook

Structured Wisdom is a working inquiry into how firsthand human observation becomes a durable record, how provenance and uncertainty survive transformation, and what happens when those records are retrieved, combined, and synthesized by machines.

The work separates observation, interpretation, evidence, and provenance rather than allowing them to collapse into one account. Existing standards are used where they fit; new structure is added only where the actual record requires it.

Current System 03

QCS — Quiet Conversion System

Existing implementation · Being recast

QCS began as a working server-side system for a narrow practitioner market. I keep it here because substantial intake, workflow, payment, communication, and conversion infrastructure already exists.

I am recasting the idea around quiet conversion for high-credibility niche professionals and institutions: settings such as medicine, finance, specialized professional services, and established institutions where aggressive promotion can reduce trust. The working premise is that credibility, evidence, clear progression, and useful process should do more of the conversion work than promotional pressure.

Current System 04

DumagueteAA.org

Live public information system

DumagueteAA.org is an independently maintained local information system built around firsthand observation, current meeting information, physical location guidance, structured public records, historical research, source awareness, and ongoing maintenance.

It is also a long-running practical environment for information architecture, semantic publication, search discovery, structured data, provenance, and the preservation of local detail that is easily lost when information is repeatedly summarized. Firsthand observations are converted into durable public records: not only where and when something happens, but how a location is found, what a visitor encounters, how people actually use the space, and which details distinguish one local experience from another.

This creates a useful human-to-machine information path. Observed reality is documented for people first, then organized clearly enough that search engines and machine systems can retrieve, connect, and synthesize those facts into useful answers. The system therefore serves simultaneously as a local public resource and as a working test environment for turning human field observation into reliable, machine-retrievable local knowledge without replacing the underlying human evidence.

Writing Archive

Ziegler Archive

Existing archive · Possible future semantic project

The archive preserves professional, technical, documentary, narrative, and literary writing from 2013 forward. Much of that work predates the current generation of machine-writing and synthesis tools.

I may eventually use it as a bounded corpus for a practical semantics and provenance project: how authorship, meaning, style, chronology, and source context survive when older human writing is structured for search, retrieval, comparison, and machine interpretation. For now, it remains an archive rather than an active research system.

02 · Selected Evidence

The record behind the work

My background crosses enterprise technology, systems analysis, technical project management, process architecture, offshore delivery, BPO operations, business development, client services, and implementation.

LinkedIn carries the full career chronology. The examples below are a shorter record of work across enterprise systems, transformation, offshore delivery, operations, and commercial growth.

  • AOL

Built and stabilized an operating structure of 47 offshore developers and QA personnel plus 13 onsite systems and operations analysts within 60 days. Later managed technical projects and offshore transitions.

  • DHS

Senior business analysis supporting a U.S. Department of Homeland Security ICE / US-VISIT help-desk transition, including requirements, transition planning, contract compliance, technical review, data migration, operations, and continuity planning.

  • AT&T Labs R&D

Business systems analysis inside AT&T Labs Research and Development supporting exploratory IP-service and Voice over IP work, requirements development, testing, research notes, and direct technical discussions with engineering.

  • BPO Operations

Managed a 155-seat outbound sales operation that became the number-one sales partner for a client while operating with smaller teams than competing vendors.

  • Commercial Growth

Helped increase contracted revenue by 341.86% between December 2017 and May 2019 while leading business development and client-service work in an offshore services environment.

  • Earlier Systems Work

Software engineering, systems analysis, middleware, telecommunications billing, requirements, and production support work involving MCI WorldCom, IBM, and AT&T.

03 · How I Work

Start with what is actually happening

I do not begin with a preferred framework and force the operating environment into it. I begin by understanding how the work actually operates across people, systems, decisions, requirements, responsibilities, information, handoffs, constraints, and exceptions.

From there, the work is to remove ambiguity, establish ownership, improve the operating structure, document it clearly, and move the change into implementation.

Operating Sequence

Observe Define Structure Document Implement Maintain

04 · Technical Practice

Business, technical, information, and implementation work often meet in the same system

Operational transformation rarely stops at a process diagram. It reaches into requirements, system behavior, documentation, workflow, client communication, ownership, information structure, editorial production, quality control, and implementation.

I use current language-model and machine-assisted tools where they improve research, synthesis, semantic interpretation, documentation, production, analysis, and quality control. They are tools inside the operating system. Source judgment, structure, validation, and consequential decisions remain human responsibilities.

05 · Current Questions

Questions I am working on

The questions below are practical design questions arising from HSOE, Structured Wisdom, QCS, and the information systems I maintain. They are not claims that the problems are settled.

Question 01

How should a machine-enabled system separate source, evidence, assertion, inference, decision, and outcome so that a human can reconstruct why a result exists?

Question 02

How can an operational ontology stay flexible enough for new resource and relationship types without filling the architecture with speculative classes?

Question 03

What happens when machine systems increasingly synthesize representations of representations rather than returning to the original human record?

Question 04

How can high-trust professionals and institutions convert legitimate interest into action without adopting promotional behavior that reduces credibility?

Question 05

What can a bounded archive of pre-generative-machine writing reveal about authorship, semantic structure, provenance, retrieval, and machine interpretation?

06 · Engagement

Available for senior consulting, contract, and defined project work

I am most useful when the problem crosses business process, systems, information, ownership, and implementation and has not arrived neatly packaged as a single-function assignment. I can work from discovery and current-state analysis through requirements, operating design, documentation, quality review, and implementation.

For consulting and project engagements, I work through Ziegler & Co. LLC, a Wyoming-based U.S. consulting company. I work remotely and can support U.S. and international business hours as required. I am also open to the right senior operating or transformation role.

The most relevant work is usually transformation, process reinvention, operating-model or requirements work, information and semantic structure, technical documentation, evaluation, or implementation support.
